“Life is a negotiation.”

Inspector Scott Roper (Eddie Murphy) is a San Francisco hostage negotiator who would rather talk a gunman down than draw his own weapon. After a bank heist goes wrong, he catches the killer behind it. Thomas Carter follows what happens once that man gets loose and heads straight for Roper, with his partner Kevin McCall (Michael Rapaport) and everyone near Roper now within reach.
