Harvey Milk (Sean Penn) turns forty and moves to San Francisco in the 1970s, then opens a camera shop in the Castro and starts organizing the neighborhood around him. Gus Van Sant follows his campaigns for public office, and Cleve Jones (Emile Hirsch) is one of the young people who join him. Through all of it, Harvey's love for Scott Smith (James Franco) pulls against the work that keeps taking him away from home.
