“It's Insane -- It's Joyous”

In 1932, the small country of Klopstokia is close to bankruptcy, and its government settles on a plan to raise money by entering the Los Angeles Olympics. Migg Tweeny (Jack Oakie) is the one who talks the place into it, with W.C. Fields as the country's President and Andy Clyde as the Major-Domo. Edward F. Cline plays the whole affair at a flat, unhurried pitch, treating the nonsense as ordinary government business.
