In 2054, the Washington police run a Precrime unit that arrests people for murders before they happen, guided by three psychics called precogs. Chief John Anderton (Tom Cruise) is its best officer, until a colleague, Danny Witwer (Colin Farrell), starts looking at him. Steven Spielberg builds the film around one plain question, whether a person can be guilty of a murder he has not yet committed.
