A stray cat, after being hit by a car, wakes up as a young woman named Minoes (Carice van Houten) and takes a room with Tibbe (Theo Maassen), a local journalist who can't hold down a story. She still talks to the town's cats and still thinks like one, and the gossip they bring her gives Tibbe his best leads. Vincent Bal sets them against Burgemeester van Weezel (Jack Wouterse), and the film makes the case that small, unglamorous creatures can shield a whole town.
