Howard Marks (Rhys Ifans), a Welsh Oxford graduate, wants a life that pays well and asks nothing of him, and he finds it in marijuana smuggling. His schemes grow inventive enough to bring in the IRA and British Intelligence, and Bernard Rose shows it all in grainy 1970s colour. At his side through every deal is Judy (Chloë Sevigny), who loves the man and has to live with the work.
