A young secretary is found dead in a White House bathroom while an international crisis plays out down the hall. Detective Harlan Regis (Wesley Snipes) takes the case and gets stonewalled by the Secret Service, so he teams up with agent Nina Chance (Diane Lane) and works around them. Dwight H. Little builds the film on one plain idea: a building that guards the country's secrets will also guard its own.
