“Mostly all new jokes.”

Frank Drebin (Leslie Nielsen) has retired, but the department talks him back into service with one job: go undercover in a state prison and learn what the terrorist Rocco (Fred Ward) has planned for the day he escapes. Peter Segal sends him inside while Jane (Priscilla Presley) waits at home, wanting a baby. Frank has to stop a plot he cannot yet name, and he has no one to ask but the men in the cell block.
