“One man can bring the world to its knees and only one man can stop him.”

Deke DaSilva (Sylvester Stallone), an undercover cop in New York, wants a bigger job than the street work he's been given. He gets one when Wulfgar (Rutger Hauer), among Europe's deadliest terrorists, arrives in the city and DaSilva is told to stop him by any means necessary. Bruce Malmuth sends partners DaSilva and Matthew Fox (Billy Dee Williams) after a man who has already crossed the ocean to kill, and every day he stays loose puts more of New York in danger.
