Noise

David Owen (Tim Robbins), a successful Manhattan lawyer, wants one thing: for the city to be quiet. The car alarms keep going off, and he starts taking them apart himself, signing the work as "The Rectifier" while Mayor Schneer (William Hurt) takes it personally. Henry Bean follows a man with a wife, a daughter, and a good career who cannot stop listening for the next alarm.
