Why does Oakland, California, become a war zone in the 1960s, and who decided the Black Panther Party for Self-Defense had no right to exist? Mario Van Peebles follows the party from its founding, with Judge (Kadeem Hardison) drawn into the ranks beside Bobby Seale (Courtney B. Vance), while Brimmer (Joe Don Baker) stands against them. The film plays out in grainy, worn-looking footage, the Oakland streets crowded with faces.
