Industrial robots across Tokyo begin running off on their own with no one at the controls, and a man is found dead by his own hand. Noa Izumi (Mina Tominaga) and the police patrol-labor unit are pulled in, and the trail leads to the software installed on thousands of machines. Mamoru Oshii follows them through the city's back rooms and records, with Goto (Ryusuke Ohbayashi) and Nagumo (Yoshiko Sakakibara) working the same case.
