Johnny Utah (Keanu Reeves) is a young FBI agent in Los Angeles with a gun, a badge, and no real field experience. The bank robberies he's assigned to are the work of a crew in rubber masks of Reagan, Carter, Nixon and Johnson, and the bureau suspects they surf, so he goes to the beach undercover. Kathryn Bigelow shoots the chases and the waves at a run, so the film rarely stops moving.
