Johnny Utah (Keanu Reeves), an FBI agent, goes undercover in the Southern California surf scene to identify a crew of masked bank robbers. He befriends Bodhi (Patrick Swayze), the charismatic leader, and gets pulled into the group's world of waves and theft. Bigelow shoots the surfing and heists with raw kinetic energy, cutting between the ocean and the city so fast the two start to feel like the same rush.
