Police Academy 4: Citizens on Patrol

“On land, on sea, or in the air, no place is safe from them!”

Mahoney (Steve Guttenberg) is the veteran cadet who talks his way through trouble, and here he helps Commandant Lassard train a group of civilian volunteers for the Citizens on Patrol program. Jim Drake sets them loose alongside Hightower (Bubba Smith) and Jones (Michael Winslow), while Captain Harris does everything he can to see the program fail. The idea underneath is simple: ordinary people can do a police officer's job, and they can have a good time doing it.
