Predator 2

“Silent. Invisible. Invincible. He’s in town with a few days to kill.”

Lieutenant Mike Harrigan (Danny Glover) is in the middle of a street war between drug gangs when bodies start turning up skinned and hung from the ceilings of Los Angeles apartments. His own detectives are dying, and a government man, Peter Keyes (Gary Busey), keeps turning up to take over the scene. Stephen Hopkins sets it in a city already burning, and the thing doing the killing has picked Harrigan as the next one to go.
