Violet (Brooke Shields) is twelve and has lived her whole life in a Storyville brothel in New Orleans, where her mother Hattie (Susan Sarandon) works. In 1917 the photographer Bellocq (Keith Carradine) starts coming around, setting up his camera to photograph the women who live there. Louis Malle watches the bond forming between Violet and Bellocq, and the film keeps asking what he is to her.
