“The system gave him a raw deal. Nobody gives him a raw deal.”

Mark Kaminski (Arnold Schwarzenegger) is a small-town sheriff in North Carolina, pushed out of the FBI for how roughly he handled a suspect. His old boss Harry Shannon, whose son was killed by a Chicago mobster, offers him a way back in: go undercover and join the gang that did it. John Irvin stages the Chicago nightclubs and gunfights as loud, fast, crowd-pleasing action built around Schwarzenegger's bulk.
