Ricky (Louis Fan Siu-wong) is sentenced for the manslaughter of a crime boss, and no one can say how a man that quiet could have killed him. He is sent to a privately run prison in 2001, where the Assistant Warden (Fan Mei-Sheng) and Warden Sugiyama (William Ho) answer to no one. Lam Ngai-chai keeps the cell blocks cramped and the walls close, Ricky always at the center of the frame.
