“Part man, part machine, all cop.”

A machine in police armor starts walking the streets of a Detroit gone to ruin, and no one on the force will say where it came from. The city has handed its police department to Omni Consumer Products, a corporation with a cyborg to test. Paul Verhoeven sends it out against Clarence Boddicker (Kurtwood Smith) and his gang, and the machine carries more of a patrolman named Murphy than its makers planned for.
