A new narcotic called Nuke is flooding the streets of Detroit, and RoboCop (Peter Weller) and Officer Anne Lewis (Nancy Allen) can't keep up with the bodies it leaves behind. At its head is Cain (Tom Noonan), a preacher who treats the drug as a sacrament and himself as a god. Irvin Kershner, who directed The Empire Strikes Back, moves the film from one hard, loud set piece to the next, with Frank Miller's script keeping it mean.
