Vince Lombardi High has a new principal, Miss Togar (Mary Woronov), and she has no use for rock and roll. Allan Arkush sets her rules against the students' love of the Ramones, whose songs drive the film from its first scene. Riff Randell (P. J. Soles), the school's biggest fan and a girl who wants her own song written by the band, answers every new rule with the volume turned up.
