Oscar Romero (Raúl Juliá) is a quiet priest in El Salvador who wants only to keep the peace and stay out of the country's politics. He is named archbishop, and the killing of his friend Father Rutilio Grande (Richard Jordan) pushes him to speak for the people the military regime is silencing. John Duigan follows a cautious man becoming a leader, with every sermon he gives putting his own life further in danger.
