Rome, 71 BC, and the city runs on bribes, with the senator Lucio Cinico (Leslie Nielsen) at the center of the graft. Cesare Atticus (Christian De Sica) and Antonio Servilio (Massimo Boldi) are pulled into the mess, which Carlo Vanzina plays against the Tangentopoli scandals of 1990s Italy.
