“In a city where everyone is for sale... They're the best money can't buy.”

A drug dealer shoots a cop in self-defense, and the cop turns out to be a dishonest one. Public defender Roland Dalton (Peter Weller) takes the case with undercover cop Richie Marks (Sam Elliott), and James Glickenhaus follows their search for proof into a city where everything has a price. Dalton and Marks keep pulling at the case, and the people it brings them to seem to be on both sides of the law.
