In the fictional Indian city of Bharat Nagar, a government project promises to turn the slums into a new business district, and one man leads the campaign against it. When Dr. Ahmad (Prosenjit Chatterjee) is killed in what looks like a road accident, the IAS officer T. A. Krishnan (Abhay Deol) is ordered to investigate. Dibakar Banerjee keeps the film in the crowded streets and cramped offices, where nobody answers a question straight.
