“No clues. No leads. No time.”

In Seoul at the close of the 1990s, a shipment of CTX, a new liquid explosive, is hijacked by North Korea's 8th Special Forces. Yu Jong-won (Han Suk-kyu), an agent with the South's secret intelligence service, tracks the terrorists with his partner Lee Jang-gil (Song Kang-ho) while a sniper from the 8th resurfaces. Kang Je-kyu builds the chase on a plain, painful fact: two halves of one country still hold each other at gunpoint.
