Robert M. Young shot Short Eyes inside the Manhattan House of Detention for Men, the Tombs, where a cell block of inmates passes the days in the dayroom. Into it comes Clark Davis (Bruce Davison), a young man charged with child molestation, and the other prisoners, among them Juan (José Pérez) and Ice (Nathan George), start to learn why he is there. Davis has nowhere to go but the block, and the men around him already know what they want to do with him.
