“Justice. Undercover.”

Someone has been killed in Mainland China, and the man the police want for it is Sunny (Andy On Chi-kit), once the protégé of a Hong Kong cop who has spent his entire career undercover. That cop, Dragon Chan (Donnie Yen), is sent across the border to find out how the boy he trained became the prime suspect. Clarence Ford has Dragon close to the case with Fang Jing (Jing Tian), a man with no ordinary badge to show anyone.
