Joseph Barthélémy (Louis Seigner) is the Vichy Minister of Justice, a man who has made his peace with serving the occupiers. When a German officer is shot dead in Paris, the Germans want someone to pay, and the real culprits cannot be found. Costa-Gavras follows Barthélémy and his interior minister Pierre Pucheu (Michael Lonsdale) as they assemble a court of willing judges, and the film turns on how each side needs the other to go through with it.
