“All the action. All the women. Half the intelligence.”

General Rancor wants a computer circuit for the missile he plans to fire, and the only man who can stop him is Dick Steele (Leslie Nielsen), better known as Agent WD-40. Rick Friedberg sends him after Rancor's headquarters with a stack of James Bond and Die Hard jokes along the way. Steele has to team up with Veronique Ukrinsky (Nicollette Sheridan), a KGB agent whose father designed the chip and is being held hostage.
