In 1970s South America, a city sits under pressure from a local band of guerrillas. Costa-Gavras opens on the kidnapping of Philip Michael Santore (Yves Montand), a US official attached to a counterinsurgency agency. Held prisoner and questioned by his captors, Santore has to answer for the work he came to do while they decide whether he lives or dies.
