In Newcastle upon Tyne in 1988, Cosmo (Tommy Lee Jones), a corrupt American businessman, comes to town to take over the local clubs and tries to muscle his way into a prominent jazz venue. Mike Figgis, in his first feature, follows Brendan (Sean Bean), a young Irishman, who takes a job at the club that stands in Cosmo's way. Brendan meets Kate (Melanie Griffith), a waitress, and the two of them end up on the same side against Cosmo.
