“The wear lose and the strong win! Will the World Wariors triumph or die?”

Someone is hunting the world's greatest fighter, and Shadowlaw's leader M. Bison (Takeshi Kusaka) has spent years failing to find him. The trail runs through Ryu (Koujiro Shimizu), a wanderer who never stays in one place, and Ken Masters (Kenji Haga), his old training partner. Gisaburō Sugii sends Guile and Chun-Li after Bison from the other side, and the film argues that strength means little when it belongs to a man like him.
