Tom Hardy (Bruce Willis) was a Pittsburgh homicide cop until he was demoted to river patrol, a job spent on the water instead of at crime scenes. Rowdy Herrington sets the film among Pittsburgh's rivers and bridges, where a serial killer begins going after women from Tom's past. Tom starts an unauthorized investigation with Jo Christman (Sarah Jessica Parker), knowing that if he fails, he is the suspect.
