In 1992 Cairo, Ahmed Fath El-Bab (Adel Emam) goes to the Tahrir compound to collect the papers he needs to move his son to another school. Sherif Arafa sends him from one desk to the next, each clerk blocking him in a new way, until he is somehow holding a gun and the building's staff as hostages. Ahmed only wanted a signature, and now the Minister of Interior (Kamal Al-Shennawi) is dealing with him.
