Robert Earl Council (Self) and Melvin Ray (Self) want out of Alabama's prison system, where the state pays counties to house inmates and guards are scarce. Jarecki and Kaufman follow their attempt to expose the machinery that keeps people locked up longer and packed tighter than anywhere else in America. The camera finds Council and Ray in their cells, talking into the dark, the walls behind them holding their weight.
