In 1994 Hong Kong, a corrupt businessman commits a murder, and the only witness is Michelle Yeung (Christy Chung Lai-Tai), the girlfriend of a businessman with close ties to the Chinese government. Beijing sends John Cheng (Jet Li) to guard her alongside two local cops, one of them Charlie Leung (Kent Cheng Jak-si). Corey Yuen sets a lone witness against men who want her silenced, and her safety depends on how well strangers can hold together.
