The Captain from Kopenick

Wilhelm Voigt (Heinz Rühmann) is a shoemaker who comes out of prison after fifteen years for stealing a small sum of money. He needs a permit to get work and a job to get a permit, and the clerks of Prussian bureaucracy send him back and forth between the two. Helmut Käutner builds the comedy on that locked door, where a man without papers is treated as no one at all.
