“Is it a phantom, a demon, or the devil himself?”

A black coupe with no visible driver rolls into the Utah town of Santa Ynez and starts running people down, and nobody can say where it comes from. After it kills the sheriff, Captain Wade Parent (James Brolin) takes over the search for whoever is behind the wheel. Elliot Silverstein follows Wade through a town too small to hide in, a man still treating this as police work.
