“A city screams in terror!”

Dr. Thomas Morgan (Rex Reason) wants to know whether the Creature, a gill-breather taken from the water, can be remade into a land dweller. He and Dr. William Barton (Jeff Morrow) operate, and the creature wakes as an air-breather in a world of people who fear him. John Sherwood, in his first film as director, sets the experiment up so that if it fails, the cost lands on everyone standing nearby.
