“Eyes of Doom! Man or Beast!”

Inspector Larry Holt (Hugh Williams) is handed a run of drowned men in the Thames, each one carrying a large life insurance policy, and he wants to know who profits. The money leads him to Dr. Feodor Orloff (Bela Lugosi), a physician who also runs a home for the blind, and to its disfigured resident, Blind Jake (Wilfred Walter).
