Wedge Donovan (John Wayne) runs a crew of construction men building Navy sites across the Pacific, and he wants to get them paid, protected and home in one piece. The Japanese attacks keep coming, and the men are not soldiers, so the Navy's answer is a new kind of unit that builds and fights at once. Edward Ludwig puts Donovan between the Navy officer Robert Yarrow (Dennis O'Keefe) and the workers, with every job done under fire.
