Quan Ngoc Minh (Jackie Chan), a London restaurateur and former soldier, loses his teenage daughter in a bombing he cannot accept as random violence. He pursues Liam Hennessy (Pierce Brosnan), an Irish politician with ties to the attack, through a labyrinth of official denial and buried secrets. Martin Campbell assembles the investigation in jagged cuts and sudden eruptions, trapping both men in a mechanism neither can stop.
