In 1789, the king of France has a debt he cannot pay, and summoning the Estates-General is the only way he can think of to deal with it. Richard T. Heffron and Robert Enrico follow what that decision sets loose across two parts, through to the end of the Terror in 1794. Danton (Klaus Maria Brandauer) and Camille Desmoulins (François Cluzet) are among those carried forward by it, each believing he can still steer what he started.
