Dead fish wash up on the coast and a patch of strange, glowing sea has been traced to atomic testing in the ocean. American scientist Steve Karnes (Gene Evans) joins Professor James Bickford (André Morell) to find out what the radiation has stirred beneath the water. Eugène Lourié sets the two men to work on the same problem, one trusting what he can measure, the other what he saw.
