“Two good cops. One bad situation.”

Jack Cole (Steven Seagal) wants to leave his past as a stealthy government operative behind and just be a Los Angeles police detective. Then someone starts murdering entire families, and he is paired with Jim Campbell (Keenen Ivory Wayans), a tough-talking cop who clashes with him from the first day. John Gray puts the two of them on the case, where the trail points toward terrorism, organized crime, and Cole's own history.
