“It's only human on the outside...”

People who have never broken a law start robbing, killing and spending like they have nothing to lose, then say they can't explain why. Detective Tom Beck (Michael Nouri) is paired with a quiet young FBI agent, Lloyd Gallagher (Kyle MacLachlan), who seems to know more about the pattern than he lets on. Jack Sholder keeps the film moving at a run, cutting from one violent outburst to the next.
