In 2030, with the economy stalled and the climate failing, Noah Kross (Nicolas Cage) works as an agent of the Humanity Bureau, deciding which citizens still earn their place in the country. Rob W. King follows him as Rachel Weller (Sarah Lind) and her son Lucas (Jakob Davies) land on his desk. The film is about a society that has begun measuring a person's worth by what they produce.
