Nick Starkey (Kevin Kline) wants nothing more to do with the police force that pushed him out over a scandal. His brother Frank (Harvey Keitel), now the police commissioner, brings him back anyway, because a serial killer has the city terrified and Nick is the detective who can find him. Pat O'Connor sets the case among bribes, a mayor's daughter and a brother's marriage, where the hunt for a murderer can't be separated from the family's old debts.
