“It's time for heroes again.”

In 1990 Los Angeles, a vice squad led by Frank Daly (Brian Dennehy) is thrown off the LAPD for pushing too hard against the drug trade. Daly, Wayne Gross (Joe Pantoliano), and Ricky Rodriguez (Jeff Fahey) keep working it from outside, paying for their weapons by robbing small-time dealers, after a superior is tied to the ring. John Mackenzie leaves them badges gone and guns loaded, three cops with nothing behind them.
